Climb up and follow the trail of rinds to the roof north of the throne room in the eastern corner of town. Here, you will find a Gerudo named Calyban, who is the source of the pollution. She is eating hydromelons and carelessly throwing the rinds into the water. Speak to her, and she will agree to stop polluting the water if you give her 10 wildberries. You can find wildberries in the Gerudo Highlands or the Rito Stable.

After obtaining the wildberries, return to Calyban, and she will agree to help clean up the trash. She will also give you a Hydromelon as a reward.
